Gero didn't know anything about Super Saiyans when he designed 19, and had 19 make him into a cyborg. His understanding of power increases (for Saiyans) was linear, so I can't really see him making himself or 19 much above the equivalent of 30,000,000 or so (without ki absorbed). Even though he took cells from Freeza to contribute to Cell's genome, was utterly surprised at the existence of Super Saiyans. 19 could only touch Goku because Goku was sick, and well below his full potential power as a Super Saiyan. Amazing example of someone ignoring the OP.

Approx. (Raditzo to Nappa ~ 1 year) - Goku made a 20x gain w/o kaioken - Piccolo if you go by 3500, made a 10x gain more or less. - Tien 7.5, Krillin 8, Yamcha 7, and Yajirobe/Chaozu 4-5 - Gohan essentially jumps from 1 to 1000+ at five years old ------ Vegeta isn't killed, he states he will return stronger, and we are shown that Saiyan tails grow back multiple times with Gohan and Goku, so its always a possibility he can multiply his power by 10 (180,000) Kakarot knows kaioken and shows he can taken his power from 8k to well over 32k with kaioken x4 and Kamehameha, so he is only going to improve. ------ Gero had 4 years from the Saiyan battle to take possibly growths into account. So lets say Goku makes 10x improvements every year (8k - 80k - 800k - 8m - 80m). Factor in him mastering kaioken x 4 (320m bursts). That doesn't account for gravity training or ssj or zenkais. Lets say Piccolo who has shown to improve in relation to Goku their whole time on earth still makes roughly 10x gains (3500 - 35k - 350k - 3.5m - 35m) and you don't even account for merging with Nail or Kami, King Kai training, or sparring with Gohan and Goku for 3 years Krillin (1800 ->1,125,000) , Tien (1800 -> 1,125,000), and Yamcha (1500 -> 937,500) improve 5x every year at the least in that 4 year gap. That isn't taken account Krillins potential being unlocked or Tien/Yamcha training with King Kai, let alone being warned about the androids. Just sheer natural progress Vegeta has shown the penchant already to greatly out match Goku as a regular fighter without kaioken. Say he improves every year at a 10x rate to return and seek his revenge (18k - 180k - 1.8m - 18m - 180m) on Goku, Gohan, Krillin, and Yajirobe. Don't forget to chance his tail grows back and its even bigger as its a random thing that happens. For kicks, lets just say Yajirobe and Chaozu are accounted for and care since they both eventually help in the Saiyan battle. Lets say a 3x improvement for both happens annually for that 4 year stretch and we get Yajirobe (900 -> 72,900) and Chaozu (600 -> 48,600) without any king Kai training or warning, just gradual gains And lastly Gohan is his fathers son, as Gero recorded the Raditz fight. He flips up to over 1000 just like that. He goes to almost 3k in an instant vs Nappa when mad, if you say Gohan is a 1500 like that spike he showed at first on Namek so lets say he can also be a true saiyan and improve 10x yearly (1500 - 15k - 150k - 1.5m - 15m) without rage boost, without taking in his tail frowning back yet again, without zenkais, without guru. ----- Gero can easily account for all that I listed in his math without knowing the others sans Goku would train for king Kai, Namekian mergers, ssjs, zenkais, gravity training, or potential unlocks by guru. Gero also has to accept the fact that its already been shown they will all fight together and he doesn't want his machine to be overwhelmed by numbers (17 himself alludes the possibility of happening when he doesn't want 18 crowded). They set a precedent they never showed vs the Red Ribbon Army or Demon King, when they all out the bs aside to fight the Saiyans as one. He would have to build something to take them all on if they made. Minimal improvements based on approx numbers like i showed. Lord forbid, Vegeta joins in on their side like Piccolo did because of an enemy of my enemy is my friend thing. Androids can easily be able to out class Frieza, without Gero knowing about Frieza, ssjs, Namek, king Kai, mergers, gurus potential unlocks, or zenkai as I've just shown. Fact is earth was well on its way to having the strongest warriors there was as long as guys routinely worked out and stayed ready without Guru/ King Kai, and with Vegetas threat over their heads.
